I met a guy in bangkok and he wore similar rope around his belly. He told me that he came from Myanmar (緬甸) and it is their tradition to wear a rope since childhood and the rope cannot be taken off during taking a bath or having sex.

Maybe this guy wearing red rope also came from Myanmar.
